Introduction

The ULLAS Understanding Lifelong Learning for All in Society is a centrally sponsored scheme launched by the Ministry of Education, Government of India in 2022 in alignment with the National Educational Policy 2020.The programme aims to provide adult education and lifelong learning opportunities to all individuals aged 15 years and above who could not complete the formal schooling and remain non-literate.

ULLAS aims to transform India into a fully literate society by providing inclusive and equitable learning opportunities. The scheme seeks to promote inclusive education, social empowerment and functional literacy through community participation, volunteerism and the effective use of digital technology.

Objectives and Component of ULLAS

The objective of ULLAS Programme is to ensure individual especially those who missed formal education gets an opportunity to learn and grow. The program aims to achieve adult literacy and numeracy, promote lifelong learning,improve quality of life through education and skill development and encourage digital and financial literacy.

Key Components of the Programme that have been implemented

  1. Foundational Literacy and Numeracy- Enabling adult learners to read, write and perform basic arithmetic.
  2. Basic Education – Equivalent learning opportunities at preparatory, middle and secondary levels.

Implementation Platforms.

The ULLAS Programme in Nagaland is implemented through a decentralized approach involving government education office, government schools, volunteer teachers, community organizations, local bodies and village councils. Key digital platform used include:

1 ULLAS Mobile App,

   ULLAS mobile app used for learner registration, volunteers’ registration, monitoring of Literacy classes provide learning material, assessment and certification of learner.

2. Diksha platform

DIKSHA provides digital learning resources like e-books, videos, training modules and assessment for teachers, students and educators in enhancing classroom learning   and development.

3. National Institute of Open Schooling (NIOS) Certification System

     Conducts FLNAT, provides Certification of successful learner.

Activities undertaken in Nagaland

Since the launch of the Programme in 2022 the following activities have been carried out across the state.

1. State wide survey and community outreach programme to identify non-illiterate

2. Enrollment of adult learners across 7 districts.

3. Mobilization and training of Volunteer Teachers.

4. Conduct of literacy classes in schools, community halls, and villages.

5. Distribution of learning materials and digital resources

6. Use of the ULLAS App.

7. Conduct of the FLNAT examination in line with NIOS guidelines.

Achievement under ULLAS

District-wise Target for the year 2022-2026.

The district-wise targets for adult learners under the programme are based on the 2011 Census with a total target population of 2,74,593 learners, comprising 1,14.927 males and 1,59,666 females across all the districts of Nagaland.

FY 2025-2026 & FY 2026-2027

For the next phase of ULLAS 2026–2027, the programme implementation will continue in four districts—Kohima, Longleng, Wokha, and Mokokchung. Additionally, unsuccessful learners from previously covered ULLAS districts who appeared for the FLNAT in the FY 2025-2026 will also be included.

FY 2023-2024 & FY 2024-2025

A total of 18,018 learners has been registered across the seven ULLAS implementing districts. These learners have actively attended classes and completed their foundational literacy and numeracy training. This number also represents the targeted enrolment for FY 2023–2024 and 2024–2025. Out of these, the registered learners under ULLAS are now prepared to appear for the Foundational Literacy and Numeracy Assessment Test (FLNAT) conducted by NIOS.

FY 2023-2024 & FY 2024-2025

Under the ULLAS initiative, a total of 5,049 learners from Kiphire District and 23,825 learners from Mon District appeared for the FLNAT. Of these,3,480 learners from Kiphire and 14509 learners from Mon District passed the examination in the year 2023-2024

In continuation The ULLAS programme will be implemented in the remaining to four districts-Kohima, Mokokchung, Longleng and Wokha in the year 2025-26 phase. Around 63,882 adult learner will be the target with the support of 952 volunteer teachers covering 452 villages The focus will be on providing Foundational literacy and numeracy and after the completion of the syllabus the learners will sit for the FLNAT conducted by NIOS. The ULLAS Programme in Nagaland aims to achieve near universal literacy with a target of making the state fully literate (above 95%) very soon. The long -term vision is to eradicate illiteracy improve quality of life and promote lifelong learning across all communities in Nagaland.
